Symptoms

When there is a Minimum Withholding amount of 10.00 and for example two vouchers accumulated together exceed the 10.00, why is there no withholding calculated?

See the following example:

Voucher 1 600.00 x 1.5% = 9, no tax calculated correct as below 10
Voucher 2 600.00 x 1.5% = 9, no tax calculated.   Accumulated would be 18 and greater then 10, why is there no tax calculated?
Voucher 3 2,000.00 x 1.5% = 30, tax calculate which is correct
