E1: MOBJ: Unable to View Media Object Attachments With File Name More Than 50 Chars, Error Received: "Media Object Fetch Image"

Symptoms
One of the web instance had "Store Media Object Files in Database" option (StoreMedObjFilesInDB=TRUE) wrongly enabled causing certain files (Filename more than 50 chars in length) to be stored in the database and not on the File Server. When user add a media object file attachment (HTMLUpload) from this web instance, a record gets created in F98MODAT but the file did not get created in the File Server location defined in P98MOQUE.
When user tries to view the attachment, an error "Media Object Fetch Image" will be seen. User is prompted to save / download the file. When user then tries to download the file and open it, it is an empty (zero byte) file.
If user adds a file attachment from a web instance where "Store Media Object Files in Database" option is not enabled (StoreMedObjFilesInDB=FALSE) (NOTE: This is the intended setting as user is still using File System for Media Object storage), the system do not create a record in the database F98MODAT table. The file (with a filename >50 chars) will be created successfully on the File Server location. User is able to view this attachment successfully.
