E1: 46L: Issue With Split Lines After Multiple Suggestions Confirmed Using P4617

Symptoms
When pick confirming (P4617) a license plate item that has multiple suggestions in the F4611, lines on the F4211 record are being split for each suggestion. The item is on one parent license plate, but contains multiple child license plate numbers.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Item setup with 100 KG/Drum. Each drum is a child license plate:
1. Sales order entered for 1000 KG (100 KG per child LPN).
2. A pick request is generated.
3. The R46171 is ran to generate the suggestions. This will create 10 suggestions since only a 100 KG is on each LPN.
4. The P4617 is ran to confirm one of the suggestions. The line on the sales order is split.
