Symptoms

When designing to submit a report using  Report Service Request and select a "Report Version", it defaults the "Report Interconnects" and other options (Blind Execution and Override Version) are both grayed out.

RI should be selected when the version uses RI fields in the Data Selection.  RI shouldn't be selected when the version uses PO(Processing Option) in the Data Selection.
