E1: ORCH: Disable Stop On Warning Does Not Create Work Order With Warning In P48013

Symptoms
Customer is trying to create a work order in W48013A using an Orchestration. They have reproduced the issue using a direct AIS request via HTTP POST.
When creating a new order with requested date equal to start date, a warning "Start Date > Calculated Start Date" (Error ID 1473) will be generated by BSFN B4800210. When "Stop on Warning" (or "stopOnWarning" in the JSON) is disabled (=false), the request completes without errors or warnings. However, there is no work order created for the given inputs. When 'stop on warning' is enabled the return JSON shows the warning. The expected behavior would be to create a work order when stop on warning is disabled and only warnings are shown on the form.
