W-2C Correction

W-2C Not printing Instructions even when processing option set to 0 to print.
Steps:
1. Run a regular W-2 creation process
2. Make sure the print date is populated
3. Run to create a W-2C XJDE0003BI with proc. opt to print instructions
4. Notice instructions do not print
