E1: XMLP: Report Definition Jobs Remain in X Status for Long Time, Processing Very Slow and the Number of Outstanding Requests on XMLP Kernels Keep Increasing - Specific to SQL Server Database (Doc ID 2639689.1)

Symptoms

After processing the report definitions (RD) jobs normally for  a few hours after restart, jobs start to remain in 'X - XML Publishing' status for long time which slows down RD publishing and the number of outstanding requests on the XMLP kernels keep increasing. When the outstanding requests reach saturation (~200), the UBEs corresponding to the RD jobs also start to fail with the below messages in the UBE jde log. It is the same issue with both large job and small job XMLP kernels.
