E1: 17: R17731 (Service Order Issues / Time Entry) Not Issuing Unless All Lines Can Be Issued On A Parts List (Doc ID 2640314.1)

Symptoms

When running the R17731 calling the P31113 set to a '1' on " Negative Quantity on Hand" this prevents all items from being issued from the parts list, including those that have availability to issue.

Steps to Duplicate: 
1.  Add two items to a P90CD002 (Service Order) parts list (P90CD015) one with a lot / location and one without and without inventory.
2.  Set the P31113 called by the R17731 to a '1' on the option: "Negative Quantity on Hand"
3.  Run the R17731 and see the PDF says the item is issued but the actual quantity on the parts list is not issued.
