Symptoms

When you generate a payroll for Quebec employees, one with pay and one without pay, a bogus CG tax record is created in the history file (F0713) for the employee without pay.

STEPS TO REPRODUCE

==================

  1. Set up Pre-payroll process and data select one Quebec employee that is actually paid and one Quebec employee that will get no pay.
  2. Process employees in payroll through the Final update.
  3. Review payment and Tax Detail (F0713) and notice that a CG tax type record is created for the employee with no pay generated.
