E1: OMW: Promote UBE Version Does Not Transfer Version Specs to Target Location (Doc ID 2648638.1)

Symptoms

UBE version is promoted from DV to PY sucessfully in OMW.

When UBE version is deployed in PY update package, package build log has ERROR: object R0008P, version XXX does not exist in the Central Objects 

In jdedebug.log captured during OMW promotion, there is Insert statement to PY_F983051 but no Insert statement to PY_F98761 (RDASPEC) :
