E1: 49: Load Not Routing When Shipment Rating Based On Origin Cat Code 1 Per Lookup 1 (Doc ID 2661278.1)

When using rate definition to look up to Origin Cat code 1; system correctly routes the shipment however once shipment is placed in a load,  it does not correctly route the load using same routing. Customer has shipments that route automatically and rate successfully when Origin Cat Code 1 is used as Lookup 1 for the rates. When these shipments are added to a load the load will not route (and so will not rate). The following error is showed for the existing route that works for shipment when trying to route a load:

ID 089T - Lookup Value 1 Not in Rate Structure
CAUSE . . . . The value for lookup 1 was not found in the rate structure defined
  on the rate definition.
RESOLUTION. . Check to insure that the correct rate structure is referenced on the rate definition.
  Check the rate structure ranges for inclusions of zero or blank in case the value is not populated.
  Check for missing values in the rate structure ranges. For numeric values, insure that fractional amounts are included in the range definitions.
