E1: 34: MRP Multi-Plant - R3483 with AVCH = 1 Plans Incorrectly and Disregards Expedite/Defer Damper Days Values for OP Orders

Symptoms
When using AVCH = 1 (ON) and existing OP orders, MRP plans incorrectly by disregarding the settings of Expedite / Defer Damper Days processing options.
The issue can be reproduced at will with the following steps:
- P4101 / P41026 - create purchased item; in both supplying and demand branch plants, the item has the same setup: OPC = 1 - Lot for Lot; Planning Code = 2 - Planned by MRP; Planning Fence Rule = C; P41026 - Quantities tab: The Maximum / Minimum Reorder Qty / Multiple Order Quantity / Safety Stock = blank
- P3403T - set the branch relationship by item; Availability Checking flag is ON (= 1)
- P3460 - Create forecast on Demand B/P for 10 EA on e.g. Wednesday, 2-3 weeks in the future
- P4114 - Adjust in the quantity to 100 EA in Supply B/P M30 for the purchased component
- P41202 - On Hand / Available Quantity in supply B/P = 100; On Hand / Available Quantity in Demand B/P = 0
- P4310 - Create an OP order in Demand B/P for Quantity Ordered = 10 EA with Promised Delivery Date that is 7 days before the forecast demand (on Wednesday of the previous week)
- BV: R3483; Expedite Damper Days and Defer Damper Days processing options are set to 5 days
- P3411 - One Defer message is triggered against the existing OP order in the demand B/P. This is correct
- P4310 - Change the Promised Delivery Date of the OP order to be 2 days before the forecast demand (on Monday of the same week)
- R3483 - Re-run the MRP UBE; maintain the Expedite Damper Days and Defer Damper Days processing options to 5 days
- P3411 - The system triggers an incorrect cancel message against existing OP order and creates a new order message for a new OT order. The Defer Damper Days processing option should have prevented creation of a Cancel and new Order message
- P4310 - Change the Promised Delivery Date of the OP order to be 2 days after BF forecast (on Friday of the same week)
- R3483 - Re-run the UBE
- P3411 - The system triggers incorrect cancel message against existing OP order and suggests a new order message for a new OT order from supplying B/P to demand B/P. The Expedite Damper Days processing option should have prevented the creation of a Cancel and new Order message.
- P4310 - Change the Promised Delivery Date of the OP order to be 7 days after the forecast demand date (on Wednesday of the following week)
- R3483 - Re-run the UBE
- P3411 - The system triggers incorrect cancel message against existing OP order and suggests a new order message for a new OT order from supplying B/P to demand B/P. Only one Expedite message should have been triggered.
