Symptoms

While deploying the full package or a mixed update package, the R98225D sits and does nothing. The kernels are hung and don't respond to stop commands through Server Manager or manually stopping the services.

Update Packages with UBEs and applications deploy without issues. 

The deployment hangs after transferring the UBETEXT.txt file to the server. The status of the deployment in the P9632 is "Waiting for locks".
