Symptoms

When there are prior (expired) unit specific rate group entries (Rate table/Rate group/ Unit number), the P12011 EQ Time entry derives an incorrect rate.  For example, system returns the base rate when a unit specific rate exists.  

Steps:  
Setup unit specific rate
Setup a base rate with current effective dates
Setup base rates with expired dates.  
P12011 EQ Time entry for the unit with  unit specific rate setup above.  
System returns the base rate.  This is incorrect.
