E1: 07Y: F07831 Base State Value (W2BF) Not Generated For All Records

Symptoms
With the 2019 YE W-2 work file was discovered that a few employees did not have the Base State (W2BF) value of 1 generate on all of the state W2 records. The corporate developer uses this field to create an export file with complete wage data each year for third-party forms' printer/electronic delivery portal. The developer has prepared this file for several years but only encountered this issue with last year's data, and it persists with this year's data in test environment work file builds. The only thing the applicable records have in common is that represent employees residing in WA state and work in a different state either temporarily or for the entire work period within the tax year. The company has many dozens of multi-state employees working and living in different states, and there is no issue with most of their records, only this small subset, and are therefore unable to determine the root cause of the missing field values.
