Purpose

This law is focused on Outsourcing for Human Resources companies, which provide an invoice at the end of the month.  Before this law there was no withholding tax applied, only the VAT with the base amount of the outsourcing services. With this new law, companies hiring this type of service are obligated to apply withholding tax VAT 6% at the moment of paying the invoice.  In this way, the SAT makes sure they will receive this 6 % that otherwise might not have been collected due to deduction of expenses.
