E1: 40G: Unable To Update Block Code On Weigh Tag Operation If Purchase Order Exists (Doc ID 2681200.1)

Symptoms

After Bug 30408757, the display logic in the Weigh Tag operation was changed.  Now for a Wt. Tag, when the PO is populated, the following fields in a WT Operation are only update-able if the operation is at a DRAFT status:

1) Block Code
2) Harvest Period
3) Harvest Suffix
4) Vessel Number

Expectation: System should be allow user to modify the block code associated with a weigh tag at any time (regardless if we have received against it already or not).  The fix Oracle put in place requires that the weigh tag be in draft mode.  We should be able to modify at Open.

          Steps to Duplicate

1. Create/receive/close a weigh tag against a block (purchase order associated with block harvest)
2. Create new WT against same block and move to Open status
3. Currently block field is grayed out for edit (due to the existing purchase order associate with block)
4. Expected – should be able to modify the block field (which will update the other related fields) since we are not utilizing the supply/demand within Grower/Blend
