E1: 13: Account Ledger (F0911) Created but Cardex (F4111) not Created for Equipment Work Order when Inventory Issue (P31113) on a Closed Line (Doc ID 2681317.1)

Symptoms

When a parts line from an Equipment Work Order is selected to be issued with value 1 in the P31113 OPT 1/0 field, but then the line is selected to be close, item ledger transaction F4111 is not created, but the lines JE are created in F0911 causing integrity issue.

STEPS TO REPRODUCE:
1 Create an equipment work order P17714
2 Add parts P17730
3 Issue parts P31113 set defaults to update 1/0 with 1
4 Close first line from parts list by right mouse click on line
5 Issue lines
6 Inquire on Cardex P4111 notice first line was not issued but second line was
7 Go to detail on second line and get batch number
8 Inquire on batch in the P0011
Notice the first line wrote a financial  transaction causing an integrity
issue between the F4111 vs F0911
