On the Certified Payroll Register R07371 for new state tax WA PFML, the employee portion is displayed at the top of the tax section - since this is a State Tax, it should be listed after, i.e. below, the MEDICARE W/H tax. 

Steps:

1. Create a Washington employee with tax area of 48
2. Pay the employee with a business that is considered a certified job.
3. Run the Certified Payroll Register R07371
4. Look at the R07371 Register and it shows WA PMFL above Federal taxes instead of below.
