E1: 08: Batch Enrollment R083800 Does Not Unenroll Employees

Symptoms
After applying the 2020 W4 ESU for 9.1, Batch Enrollment (R08300) no longer unenrolls employees from plans. The PDF output does not show unenrollment even though the Enrollment Parameters (P08392) are set to unenroll the employee.
Steps to Duplicate:
1. Enroll employee in plan and run through payroll.
2. Add Enrollment Parameters (P08392) for the plan to be un-enrolled from with a Benefit Status of *, Enrollment Status of ACT, Valid Plan Y, Date Code F, and New Status TRT.
3. Set Batch Enrollment (R083800) processing options for future effective date and TRT in the Ending Enrollment Status. Run R083800 in final with Data Selection of employee enrolled in plan.
4. The R083800 PDF does not show an End Status for the plan.
