 R052901 Changes F06116 Records with TCFD/TCTD Values Not Matching Data Selection.
When Alias: EDETCR is enabled, and Daily Time Card Journals are processed (R052901) time cards with Time Card From and Through Dates are changed even
if data selection for R052901 doesn't match employee.

Please also check for rate changes due to EDETCR

 Steps to Duplicate:

1. Alias: EDETCR is enabeled
2. Added time for two employees in different companies (01022 & 02222) using different USER IDs with Timecard From and Thru dates populated.
3. Then ran R052901 using data selection just for CO 01022 with a third different ID, this time as vertex/vertex
4. The F06116 User ID is changed to vertex for both companies.
5. Even deleting the batch he USER ID remains changed.

1. Run a new test, the same way but this time just omit the Timecard From and Thru dates.
2. Then ran R052901 using data selection just for CO 01022 with a third different ID, this time as vertex/vertex
3. The F06116 User ID is changed to vertex for just CO 01022 based on data selection.
