E1: OVR: OneView Repport Titles for Alternative Languages Are Shown as Garbled Characters (Doc ID 2689010.1)

Symptoms

When accessing OneView report application using an alternative language user, all the OneView report titles are showing up as garbled characters.

For example, when logging in with a user id with Japanese language preference and open the OneView Customer Ledger Inquiry application (P03B2022), OneView report titles are shown as following:
