Symptoms

When a tax exempt pay type and a negative additional tax is processed for a payroll the additional tax is not accounted for.

STEPS TO REPRODUCE
==================
1. Add an additional negative tax override to a Canadian employee
2. Run an Interim with exempt pay types
3. Process the interim
4. Notice the additional tax is not accounted for.
