Symptoms

Users are unable to retrieve or update Windows based Enterprise Server jde.ini values in Server Manager. Furthermore, users cannot start or stop these Enterprise Servers from Server Manager. Services start/stop without issue when using the Windows Service. The following message can be seen in the Enterprise Server's agent log when trying to stop services:
