E1: F51F: UDC 00/RR and Bug 29603457 and the PF1F100 and R51F110 and Record Locking (Doc ID 2697431.1)

Symptoms

When a user is reviewing a forecast by using the P51F100 and another user runs the R51F110 the system creates duplicate F0911 records which updates the F0902 file when the UDC Table 00/RR Special Handling Code is set to zero.  If  UDC Table 00/RR is set to a 1 which only allows one user in the system the system doesn't create duplicate records and displays the error "Error: This Forecast is reserved by another user".  Once the UDC 00/RR is change to 1s on the F51 files the system duplicates records and doesn't display the error message.

BUG 29603457was suppose to correct the issue, but only corrects the issue if the system is setup to not allow multiple users in the file.

This correction will not work for customers using system 51F as they were told with other bugs/corrections that they can have more than one user in the forecast at a time.  Currently, that Bug # is unknown.

Worktable F51F30W is populated when in a forecast. The R51F110 also populates the F51F30W.  When the update is run there is duplicate data in the worktable and so the duplicate F0911 records are created.

Steps to Duplicate the issue
1.    Change the UDC Table 00/RR Special Handling Code to Zero. Clear Cache and Sign off and back on .
2.    Create the Job and the Accounts and the Budgets:3. Enter some actuals:
4.    Post the JE.
5.    Create a Forecast
6.    Forecast:
7.    Update the Current Revised EAC Amount:
8.    Save at status 10:
9.    Change to status 50:
10.  Save at status 50:
11.  Go back into the Forecast and keep it up on the screen.
12.  Another user goes in and runs the R51F110 at the same time ANOTHER useris in the forecast.
13.  HA and FA ledgers are updated incorrectly:F0911 Records get duplicated: F0902 records get updated incorrectly.

When the R51F110 is run and users are in the forecast, the system should write an error message listing the user ids that are in the forecast.  No update should occur while the forecast is being used.  The system needs to be designed so that more than one user can be in the forecast and the R51F110 can be run and not add duplicates to the file when two or more users are in a file at the same time.

As a workaround train user to not run the R51F110 if someone is in the system or limit the access to the R51F110 during working hours.
