E1: 01: Cannot Retrieve BLC Header Error Given for Customer Phone P0115 Change For Outbound (Doc ID 2697832.1)

Symptoms

When changing data within the Phone (P0115) application the following error is written to the log:

1953587/1871WRK:xxxxxxxx_80000000_P0115 Mon Mar 16 12:52:50.937696jdeobj.c1934
COB0000008 - Could not retrieve BLC Header.

Steps:

1. In IV (interactive versions) set P0100041 outbound to JDEAB.
2. In Address Book (P01012), find customer, row exit Who's Who, select and row exit Phones. Add a phone for the customer.
Note log failure:
SELECT * FROM COPY920/F98762PYF008000 WHERE ( BCFNNM = 'PhoneRealTimeWrapperForCustomer' )
No More Data found
COB0000008 - Could not retrieve BLC Header.
