Symptoms
After manually installing "WLSH4A" (The executable that installs the Web side of the web development client), the installations finishes with no errors.
The local version of weblogic is "12.2.1.3".
When the client attempts to open the web side of the installation they receive the following error.
"COULD NOT FIND WEB SERVER"
(OR)
In some scenarios, the users were able to login to Webdev client but it opened up a blank screen.
