E1: ORCH: Users are Unable to View Orchestrations After Publish and Share

Information in this document applies to any platform.
Customer has setup several orchestrations, but users are not able to view several of them in production. They have followed the standard guidelines that we typically follow for orchestration security, but these few are not visible. They are able to see other orchestrations.
They are able to view the Orchestration with my SYSADMIN access, but users without *ALL access to programs are not.
