E1: 51: HA Ledger Not Getting Updated when Creating a Budget using Original Budget Program (Doc ID 2724478.1)

Symptoms

The HA Ledger's MCU Field (F0902) and the Batch Number in not being passed to the business function when adding a budget to a Job using Original Budget Program (P510121).  It will also not update the MCU field when running the Recalculate Projections (R51803)

The B5100020 (F0902JobCostUpdateBalances ) is not passing the business unit number (alias MCU) from the X51013(F0902JobCostProjections), not does it appear the batch number is passed.  The X51013 (F0902JobCostProjections)  
should pass the batch and Business Unit (alias MCU) to the B5100020.   MCU is not being written to the F0902 table.

The system should update the HA F0902 record's Business Unit and Batch Number.

Steps
The issue can be reproduced at will with the following steps:
1. Add a Job
2. Add an account with Budget.
3. Review the F0902 records.
4. Try updating it using the R51803.  Will not update the HA ledger when using the R51803.

Before the fix, the HA ledger wasn't getting updated when using Original Budget Program (P510121)  or the Recalculate Projections (R51803) or any other program that uses the above business functions.

After the fix, the HA ledger is getting updated in the F0902 with the Business Unit being populated when using the Original Budget Program (P510121)  and the Recalculate Projections (R51803) or any other program that uses the above business functions.
