E1: 09E: Attempt to Enter Expense Report on Behalf of Another User/Employee Results in "Entry Not Authorized" Error (P09E2011) (Doc ID 2731521.1)

Symptoms

If a user has Multiple Employee Authority activated in his/her Employee Profile (P20103), upon attempting to enter an expense report on the behalf of another employee in Expense Report Review/Entry (P09E2011), the user receives hard error 125B "Entry Not Authorized" upon exit from the Employee ID field after populating it with the Employee ID value of the other employee.

To illustrate, in the example below, employee 2203 - EM Manager is using P09E2011 to attempt to enter an expense report on behalf of employee 2204 - EM Employee 1.  The 125B hard error "Entry Not Allowed" is presented after the 2204 value is entered into the Employee ID field.
