E1: 42: "JAS_MSG317: Duplicate Key Not Allowed" Error In P40162 or P40163 When Entering Same Print Message name(INMG) But Different Effective date range(EFTJ and EXDJ) (Doc ID 2732238.1)

Symptoms

In Work With Print Message(P40162), when trying to a new print message with existing Print Message name(INMG) and different Effective date range(EFTJ and EXDJ), the error message "JAS_MSG317: Duplicate key not allowed. Please correct the duplicate key field" appears even though they as different time frames which don't overlap.

Same issue is happening in the Work With Item Notes(P40163), when attempting to Add a new item note, "JAS_MSG317: Duplicate key not allowed. Please correct the duplicate key field" happens even if the effective date range is different.

STEPS TO REPRODUCE
==================
1. Open P40163. There is already existing print message with time range; Thru: Effective date 01/01/11 to Expired date 18/02/20
2. Since the expired date is coming, the user is trying to create a new print message with same Print Message name(INMG) with time range; Thru: Effective date 19/02/20 to Expired date 31/12/40
3. Error message "JAS_MSG317: Duplicate key not allowed. Please correct the duplicate key field" appears even though they has different time frames which don't overlap.
