MRP Not Planning Correctly Manufactured Item With Short Shelf Life

Symptoms
MRP is not considering the shelf life of manufactured items when suggesting creation of work orders.
Steps to reproduce:
1. Setup a manufactured item with a short shelf life (i.e. 5 days) and a minimum order quantity of 20.
2. Enter a forecast for the manufactured item for a quantity of 10 on day 5, another quantity of 10 on day 15 and another quantity of 10 on day 30.
3. Run MRP
Check that the order messages is only for a quantity of 20 on day 5 and then another for a quantity of 20 on day 30, instead it should plan for orders on day 5, 15 and 30 for with a quantity of 20 each.
