E1: 14: Budget by Account Forces The Period Amounts To Be Equal (P14103)

Symptoms
In Budget by Account (P14103), when having the Processing Option Spread Budget > 5. Identify the Balancing Method set to Blank (Do not force the total of the period amounts to be equal to the annual budget amount), the program is still forcing the amounts to be equal.
If the Final Amount is changed the Period Buckets amounts will be changed to match the Final Amount.
Also, if the Period Buckets amounts are changed, the Final Amount will be changed accordingly.
This happens even though the "Do not force" Processing Option is set.
