On Tools Release or below, after user check in an object with file artifacts (example, a TBLE, BSFN or BSSV object), the F98780H and F98780R table, XMRLS and AHRLS column is updated as *CURRENT value instead of the actual release value like E900.

This is causing package build to fail with common out of sync errors.
