T4 R89772001X not following T4 Specs

The specs for T4
<PPRTR_SIN>
<pprtr_1_sin></pprtr_1_sin>
 Proprietor #1 social insurance number (SIN)
- Required, 9 numeric
 - If the employer is a Canadian-controlled private corporation or unincorporated, enter the SIN of the proprietor #1 or principal owner.
<pprtr_2_sin></pprtr_2_sin>
 Proprietor #2 social insurance number (SIN)
 - 9 numeric
 - If the employer is a Canadian-controlled private corporation or unincorporated, enter the SIN of the proprietor #2 or second principal owner.
</PPRTR_SIN>

The system results are:
With R89772001X POs populated
<PPRTR_SIN><pprtr_1_sin>034567123</pprtr_1_sin><pprtr_2_sin>123456789</pprtr_2_sin>
This is correct.

With R89772001X POs blank
<PPRTR_SIN><pprtr_1_sin>00000000 </pprtr_1_sin><pprtr_2_sin>00000000 </pprtr_2_sin>
Should show 9 zeros instead of 8 zeros.
This is not correct. The SIN format is 9 digits, not 8 digit + 1 space.


STEPS TO REPRODUCE
==================
1. Run a Canadian Year-End ID and Submit Mag Media
2. Review the XML file
3. Notice, when run it with R89772001X POs blank, the file is not showing the
required 9 digits.
You'll see:
<PPRTR_SIN><pprtr_1_sin>00000000 </pprtr_1_sin><pprtr_2_sin>00000000
</pprtr_2_sin>
So it is not correct. The SIN format is 9 digits, not 8 digits + 1 space
