E1: 41: P4116 Item Reclass Cost Override Does Not Hold

Symptoms
When overriding the unit cost on the To line for an item reclass the override does not apply. The unit cost from the primary location cost is applied instead.
STEPS TO REPRODUCE
1) P4101/P41026. Create two items using inventory cost level of 3. Do not
create any costs yet.
2) P4114. Adjust in inventory for the first item using a secondary location
and lot.
3) P4105. Create costs for the first item for secondary location/lot as
follows.
Sales/Inventory costing method = 09
Purchasing costing method = 08
02 = .0484
08 = 1.0000
09 = .0484
4) Create costs for the second item for the primary location as follows.
Sales/Inventory costing method = 09
Purchasing costing method = 08
02 = 1.0000
08 = 1.0000
09 = 1.0000
5) P4116. Create a reclass form the first item to the second item for the
location lot. Note the cost for the 2nd item comes in as $1 since only the
cost for the primary location exists. Change the cost of the 2nd item to
.0484 to match that of the first item and click OK.
6) P4105. Check the costs for the 2nd item for the location/lot and note the
cost override did not go through. It shows the 09 cost for Sales/Inventory is
$1. Note that if no cost existed for the 2nd item for the primary location
the issue does not occur.
