Symptoms

Customer wanted to restrict a user from logging into a web client while still being able to access JDE via REST API calls.  
The customer created a user where they assigned a non web environment (DV920) to the user level and assigned a web environment (JDV920) to the user's role level.

When the user called the REST API “jderest/V2/tokenrequest” it failed with the following error
