Symptoms
After upgrading to Tools Release 9.2.5.1 (and applying all required components), the client package build from the web fails to launch as the Enterprise Server is unable to connect to the JDE B9 Client Network service on the Deployment Server.
The new JDE B9 Client Network service on the Deployment Server is running.
The following error message can be seen in the package kernel log:
