E1: OVR: Unable to View or Open OVR PDF in Chrome Browser Version 86+ and 88+ (Doc ID 2761095.1)

Symptoms

E1 Release: 9.2 Update 4
Tools Release: 9.2.4.4
BI Publisher: 12.2.1.3
Web Client: Window 10 Enterprise Version 1909 and Windows 2012R2
Chrome version: 86.0.4240.75 (Official Build) (64-bit) and 88.0.4324.182 (Official Build) (64-bit)


User is unable to view or download One View report PDF output in latest Chrome Browser version. Version of Chrome Browser tested that does not work are 86.0.4240.75 and 88.0.4324.182 (Official Build) (64-bit). It opens as a blank screen.

Steps to duplicate:
 
1. In One View Layout tab, click on PDF icon
2. On Chrome browser (version 88), a blank window opens but unable to download and view the PDF output

Pressing F12 in Chrome to open the Developer Tools, the following Mixed Content error is seen in the Console:

However, on an older Chrome version 81, it works.
