E1: SCHED: "JDB3400009 Failed to Perform Insert for F91320" for Recurring Scheduler Jobs that Span Past Daylight Saving Time Change (Doc ID 2766057.1)

Symptoms

When saving recurring scheduler jobs with schedules spanning past Daylight Saving Time (DST) hour, the program will create maximum number of job schedules Processing Option - 1 (one less job than scheduled) in the schedule records table (F91320).
It will also generate an "INSERT failed into F91320" error in the jde log caused by primary key or unique constraint violation.
Similar errors are generated by Scheduler kernel when creating schedule records past DST.


STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:
1. Create recurring scheduler job with Processing Option for number of schedules = 8 (schedule to span past DST) with Recurrence by Minute (61) or by Hour (62).
2. Examine the schedules created and notice only 7 were created.
3. Examine the jde log and notice the error.
