E1: INST: After Uninstalling E1Local Running on Oracle Database 12c and Installing From Scratch Oracle Database 19c and configuring it, Reattaching the Planner and Metadata Data Files Gives ORA-48128 Error (Doc ID 2766724.1)

Symptoms

Detach the E1Local data files, planner and metadata data files, on Deployment Server and then uninstall Oracle Database 12c.

Oracle Database 19c has been freshly installed following the instructions from Bug 31435561 - E1LOCAL 19C FOR DEPLOYMENT SERVER.

When attempting to run attach_metadata.bat and attach_planner.bat scripts provided within Deployment Server installation path, the following error is reported in the Command Prompt:

The issue can be reproduced at will with the following steps:
1. Open a command prompt as administrator
2. Run the attach_planner.bat and attach_metadata.bat script which are provided by Deployment Server installation
3. The errors are reported

Changes

 E1Local Oracle Database instance running on Oracle Database version 12c has been de-installed and Oracle Database 19c has been freshly installed.
