E1: 17: R17731 (Service Order Issues / Time Entry) Enters Infinite Loop When F3111.COMM Field Is 'N'

When the F3111.COMM Commitment field happens to have a value of 'N', the R17731 (Service Order Issues / Time Entry) enters an infinite loop and remains at Processing in the Work with Submitted Job queue.
Steps to Duplicate:
1. Input a Branch Plant (P41026) item with Stocking Type 'B', and Line Type 'S'
2. Create a P90CD002 Service Order
3. Attach the item from step 1 to the Parts List (P90CD015), this writes 'N' to the F3111.COMM field.
4. Run the R17731 and see that the UBE remains at "Processing" in the Submitted Job queue
