Symptoms

When accessing Tools > Scheduler from Orchestrator Studio, the message "Scheduler not started" is displayed.

Steps to replicate:

1. Navigate to Tools > Schedule from Orchestrator Studio

2. Note that the message "Scheduler not started" is displayed.
