E1: SVM: AIS: AIS Fails To Start After Changing Component To (Doc ID 2781515.1)

After changing Tools Release from to, all ES and HTML instances are updated,  but the AIS server won't start after the tools update.

The status of the server in Server manager is Failed.

No errors in the Server manger agent log.

The application server logs shows:

The issue can be reproduced at will with the following steps:
1. Update TR from with on all servers
2. Start AIS server
3. notice server won't start
