E1:KER: Unable To Start Services IN AS400 "SiteKey" Errors, And "Unable To Commincate With Security Server". (Doc ID 2784764.1)

JD Edwards EnterpriseOne Tools - Version 9.2 and later
IBM i on POWER Systems
Configuration: AS400 Iseries running two LPARS.

LPAR 1 is running test environments DV, and PY.
LPAR 2 is running production environment.

Symptoms

On AS400 LPAR1 where test environments are running you are unable to start services for for EnterpriseOne DV/PY environments.

The security server kernel logs show "SiteKey" errors when starting services.

Example: "Control : Error getting specific site key for decryption."

All kernels for LPAR 1 also show messages that they are unable to contact security server:

Example : "Failed to communicate with security server: Unable to locate Security Server."

 Attempted stop and start of services (in TEST environment), including, CLRIPC, Clearing of SQL packages, re-creation of Global tables, and nothing resolved the issue.
