Customer found an Out Of Memory Error in Weblogic server log and then soon after the server went down.

Also found in the Weblogic server log for the Transaction Server

When they restarted the server, it was taking a lot longer than usual to complete the start up.

Once it was up and running, checked the F90710 table and saw that the transactions were processing but very slowly.
