E1: UBE: UBE Is Spending Too Much Time in 'S' (In Queue) Status (Doc ID 2786319.1)

Symptoms

Issue 1:

After migrating the RAC Oracle Database servers to newer machines, UBEs are spending too much time (almost 1 to 2 minutes) in Queue status before going to processing.
The following delay is seen in the UBE debug log collected with tracing set to 6:

This issue consistently occurs with all UBEs.
This issue occurs across all users and environments.
This issue is also observed when using FAT Clients.

Changes

Change 1 :

The Oracle database server running on a RAC instance (Oracle Database clustered environment - Oracle Real Applications Cluster) was changed to another Oracle RAC instance having different hostname for the nodes.

Change 2:

Move on-premise JDE servers to AWS environment
