E1: SEC: How to Setup User to Only Allow Access to Customers From Certain Region (Doc ID 2794309.1)

Goal

Business have a requirement to limit user's access to a number of customers based on region.
1. UserA would need to access orders for customers in RegionA only. Cannot see orders for customers in other regions.
2. UserB would need to access orders for customers in RegionB. UserB cannot see orders for customers in other regions.

Category Code 06 in Address book is used to store regions and filters orders by this cat code but it did not work quite well. Sales Order app P4210 would not let user select customers from other regions which is good, but if user enter * in the sold to field and click find, P4210 still shows orders for all regions.

Is there a way to only allow user to see sales order sold to customer from specific region ?
