E1:31: Inbound Work Order Issues Processor (R31113Z1I) Generates Double TRQT/CTS1 on Parts List (F3111), which causes double General Ledger (F0911) Posts (Doc ID 2797808.1)

Symptoms

When processing an InterOp Inbound Work Order Issues (R31113Z1I) the first time it processes correctly and both the F4111 (Item Ledger) and Parts List (F3111) are updated correctly. However, when doing a second InterOp Issue on the same line, the Quantity Transaction (TRQT) and Unaccounted Direct Labor (CTS1)values on the Parts List (F3111) generate double entries, which causes double General Ledger (F0911) to get Posted.  The Item Ledger (Cardex F4111) is correct.
