E1: 31: Enhance Super Backflush P31123 To Use Competency Type And Competency Code Routing Fields (Doc ID 2801171.1)

Symptoms

Currently the P3003 Routing Competency Type (CMPE), and Competency Code (CMPC) fields have no code / functionality when doing Super Backflush P31123.  They are for tracking / reporting / informational only.  Clients are requesting the following for the fields when doing Super Backflush P31123.   

Request:  If a competency type and competency code are specified on a routing (and propagated to a WO Routing) operation step, then the address book of the user who tries to enter data for the operation step, in Super Backflush, should be validated against the HR system data that ties an address book number to a competency type and a competency code.  

How: If there is no match found, then an error condition should be displayed which prevents the user from completing the operation step.  If no competency type and competency code are specified, then there should be no validation which occurs.  P05100 is the program where an address book is matched up with a competency type and a competency code.  Since the data tables are already defined with the prerequisite columns, then the remaining step is to create the code within the superbackflush validation bsfn.
